What is the High Growth Job Training Initiative?
The President's High Growth Job Training Initiative is designed to provide national leadership for a demand-driven workforce system, including strategic workforce planning through workforce education & development and workforce training. This initiative is a strategic effort to prepare workers to take advantage of new and increasing job opportunities in high growth/high demand and economically vital industries and sectors of the American economy.
The foundation of this initiative is partnerships that include business and industry, workforce education & development providers, economic development, workforce investment boards, One Stop Career Centers, and other workforce development agencies. These entities work collaboratively to develop solutions to the workforce challenges facing these industries and to develop maximum access for American workers to gain the workforce tools they need to get good jobs in these industries. The benefits derived from the Workforce Investment Act are many and varied, including:
- Strategic workforce planning and workforce development that allow Workforce Investment System professionals to define workforce challenges; distribute career and skill information to young people charting their education and career courses; access new labor pools; define necessary workforce education and core competencies for success on the job; locate and provide workforce training; and build the capacity of workforce education institutions to train workers.
- Community colleges and other education and training providers that assist in developing competency models and curricula to build core competencies and provide workforce training.
- A public workforce system that accesses human capital (youth, unemployed and dislocated workers) and places trained workers in jobs.
What is Workforce3 One?
Workforce3 One is a new partnership between the US Department of Labor/Employment and Training Administration (ETA), the Center for Employment Security Education and Research (CESER), which is the 501c3 affiliate of the National Association of State Workforce Agencies (NASWA), and the National Association of Workforce Boards (NAWB). This partnership represents the merging of national, state, and local leadership into one system that is committed to embracing and installing a demand-driven culture in the publicly funded workforce system. Helping Job Seekers, Employers, and the Nation’s Economy!
The Workforce Investment Act enables job seekers and employers, to access workforce tools and services , and obtain workforce training needed to build skills for sustainable careers. As a result of the Workforce Investment Act, local workforce investment boards operate One Stop Career Centers, where employers and prospective workers can access a variety of services and solutions in one centralized location. Services currently available include:
- Access to current labor market information that identifies job vacancies, skills necessary for competitive jobs, and information about local, regional and national employment trends.
- Data banks of resumes and job postings, facilitating proper matches of workers with appropriate job openings.
- Preliminary assessment of skill levels, aptitudes, abilities, and support service needs.
- Information on workforce development and employment-related services, including information about local education and training service providers.
- Assistance in filing claims for unemployment insurance and evaluating eligibility for workforce training, workforce education & development programs, and student financial aid.
- Career counseling, job search, and placement assistance.
The Workforce Investment Act provides several advantages, allowing the publicly-funded workforce system to bring workforce training and workforce education & development to adults, resulting in employers finding qualified candidates for jobs, and further resulting in growth in the American economy. Communication between educators, economic development professionals, employers, and a local workforce investment board is critical to strategic workforce planning and development. Partners in workforce education and economic development must embrace workforce development and preparation as a primary mission.
